Nebraska’s Department of Motor Vehicles has introduced new regulations for some driving schools conducting third-party CDL tests in the state. Regulations adopted in October require third-party CDL testers to post a $25,000 surety bond when obtaining certification.
Before submitting certification application materials, third-party tester applicants must pass a training course, like the one offered by Southeast Community Colleges in Nebraska. The certification application form, DMV 06-52, is provided upon completion of the course.
Third-party CDL testers employ third-party examiners, who can administer the commercial drivers’ license skills tests to CDL applicants. Third-party tester applicants must submit the following information to the Nebraska DMV on form DMV 06-52 to become certified:
- Name, phone number and address of tester’s Nebraska headquarters or principal office
- Name, title, phone number, address and email address of applicant’s contact person with the Department
- Name, date of birth, driver’s license number, email address, phone number and home address of full-time employees who are certified by the DMV as third-party examiners
- Address of location applicant intends to conduct testing and description of test route that will be used (one test route per examiner)
- Name, date of birth, driver’s license number, email address, phone number and home address of employees who want to be certified third-party examiners
- Complete a Third-Party Tester Agreement with the DMV
- $100 application fee
- $25,000 surety bond
The third-party CDL tester certification is valid for two years. The certificate must be displayed prominently in the tester’s office. The third-party tester surety bond is in place in case the tester or an examiner conducts fraudulent skills tests. The surety bond will cover the cost of retaking the test if a CDL applicant is tested fraudulently.
