What Is the New Bond Requirement?
The Oregon Landscape Contractors Board (LCB) now requires all licensed contractors to file a $20,000 surety bond, regardless of project size.
Previously, contractors were required to maintain a bond between $3,000 and $20,000 based on the value of the project.
Note: A limited number of businesses holding a probationary license are required to file a $15,000 bond. If this applies to you, the LCB will reach out directly.

How Do I Increase My Bond Coverage?
If you already have an active surety bond, you’ll need to request a rider amendment document from your original surety provider. Or, you can ask the surety to cancel your existing bond and purchase a new bond form.
The LCB provides blanket rider forms to simplify the amendment process for most existing bonds. If necessary, your surety provider will use an individualized rider form instead.
Be sure to file proof of your increased bond amount before the current bond’s expiration. Failure to do so may result in the LCB canceling your license.
When Will These Changes Take Effect?
The Landscape Contractors Board created the timeline below for smoothly implementing this new bond requirement:
- August 2025: Issue blanket rider forms to all sureties that have previously written bonds for LCB licensees
- September–December 2025: Address any questions or issues with contractors and surety companies
- December 1, 2025: Deadline for receipt of both blanket and individual rider forms
- December 1–31, 2025: Process all rider forms
- January 1, 2026: Changes take effect
- January–February 2026: Send notices of noncompliant bonds, including information about possible license suspension
What Do I Need to Submit?
To ensure compliance with state regulations, you’ll need to provide the following documents to the Oregon LCB:
- Completed blanket or individual rider form, including Exhibit A, with the company’s seal
- Power of Attorney for the attorney-in-fact signing the form
