How to Get a Connecticut Homemaker Companion Agency License

Any organization with employees who provide companion services or homemaker services in Connecticut must be licensed and bonded with the state Department of Consumer Protection.

What Are the Types of Connecticut Home Care Licenses?

This registration covers three types of home care services:

  1. Companion services: Non-medical, basic supervision to ensure the safety of a person in their home
  2. Homemaker services: Non-medical support services to ensure a safe and healthy home environment, including household chores, cooking, and personal hygiene assistance
  3. Registry services: Connect or place individuals in need of care with homemakers or companion service providers

Before applying, decide if you will be offering homemaker and companion services or registry services. Also determine if you will be registering the company as a sole proprietorship or a legal entity.

How to Register a Homemaker-Companion Agency in Connecticut

Follow these four steps to become a registered homemaker or companion services agency in Connecticut.

Step 1: Obtain a Certificate of Good Standing

Unless you are a sole proprietorship, register your business with the Secretary of State and obtain a Certificate of Good Standing or Articles of Organization.

Note: The legal company name cannot contain words like “nurse”, “nursing”, “healthcare”, “health”, or “medical” to prevent confusion about the services offered.

Step 2: Submit a background check

All owners and employees must complete a comprehensive criminal history background check with the Department of Consumer Protection.

Any future employee you hire must also submit to the background check.

Step 3: Purchase an HCA surety bond

Next, buy a $10,000 homemaker companion agency bond from a licensed provider like SuretyBonds.com.

We issue these bonds instantly for a flat rate of $145 per year.

Step 4: Complete the registration form

Fill out the HCA application (Form 1018). Provide all personal and business information and sign with a notary.

Step 5: Pay the application fee

Write a check or money order made payable to “Treasurer, State of Connecticut" for the $375 non-refundable application fee. You’ll mail this with your application.

Step 6: Submit the application packet

Mail the completed application along with payment and all supporting documents to: Department of Consumer Protection, License Services Division, 450 Columbus Blvd, Ste. 801, Hartford, CT 06103.

Homemaker-companion agency registrations expire annually on October 31. If your application is approved on or after August 2, your registration will expire the following year.

How Much Does It Cost to Open a Home Care Business?

In Connecticut, the registration and bonding process for non-medical home care companies costs about $520

That includes the $375 application fee and the $145 surety bond rate when you shop with SuretyBonds.com.

What Services Can I Provide?

Once registered, you can provide non-medical assistance and companion services to your clients. This includes light household chores, errands, food preparation, personal hygiene assistance, and general companionship.

Existing home health care agencies may need to register a separate entity as a homemaker-companion agency to provide these services.

Do I Need a Physical Office Space?

Yes, you will need a permanent, commercial office location for your homemaker-companion business in Connecticut.

You may be able to use a home office for initial registration but must find a permanent office space for compliance.
