Who Needs a Mecklenburg County, NC Land Development Permit?

If you're planning any commercial or residential land development in Mecklenburg County or the City of Charlotte, you’ll need to secure a land development permit and a surety bond is part of that process.

  • Within Charlotte city limits: $2,000 surety bond is required.
  • Outside Charlotte but within Mecklenburg County: $1,000 surety bond is required.

The Mecklenburg Land Use and Environmental Services Agency requires a land development plan site inspection before beginning any project. 

Follow these six steps to submit your project proposal and receive your land development permit.

Step 1: Log in to Accela account

Log in to your Mecklenburg County Contractor or Homeowner Account through the Accela portal

If you don’t have an account, create one before applying.

Step 2: Get bond and insurance coverage

How to Renew Your Land Development Permit

Construction and land use or development permits in Mecklenburg County and Charlotte don’t have a traditional renewal process. However, inspections are necessary to keep them active:

  • If no inspections are requested, the permit expires 6 months after issuance
  • If inspections start but aren’t completed, the permit expires 1 year after the last inspection
  • If the permit expires, you'll need to reapply and pay new fees.
