How to Get a Private Investigation or Security Agency License in Arizona

The Arizona security guard and private investigator (SGPI) licensing unit outlines several requirements for individuals wishing to open an agency. 

Basic Requirements 

First, you must meet the basic eligibility requirements to apply for an agency license

  • At least 21 years old
  • U.S. citizen or legal resident
  • No felony convictions or indictments
  • Not a registered sex offender
  • Not on parole or probation
  • No misdemeanor convictions in the last five years 
  • Never convicted of attempting to act as a PI without a license

Work Experience Requirements 

Then, you’ll need to spend three years gaining qualified work experience for the appropriate agency license type: 

  • Private investigation agency owners need to have proof of completing at least three years of full-time qualified work experience. This must consist of real investigative or security work for a private entity or government agency. 
  • Security guard agency owners need at least three years of experience as a full-time supervisor at a security guard agency or any government law enforcement agency.

How to Open a Private Investigation Agency in Arizona

Step 1: Get naming approval from the Licensing Unit

Start by approving your agency name with the DPS Licensing Unit before registering with the state. The licensing unit has strict naming requirements for SGPI agencies.

Step 2: Set up the business

Once you have a unique, approved business name, register with the Secretary of State and get your EIN. 

At this stage, you’ll also want to secure funding for initial operating expenses and set up a business location.

Step 3: File a $2,500 surety bond

Step 5: Acquire liability insurance

Wait for your agency application to be approved by the Licensing Unit. Then, purchase and submit evidence of liability and worker’s compensation insurance from a company licensed to do business in Arizona. 

The Arizona Department of Public Safety Licensing Unit must be listed as the insurance certificate holder for both policies.

Step 6: Register employees 

Finally, hire and train your security guard or private investigator employees. Each employee must pass a background check and be registered with the state.

How Do I Apply for a Guard Card?

You can apply for an unarmed guard card as well as an armed guard card with the Arizona DPS. 

Contact a security guard agency to train you and assist with the guard card paperwork. You’ll need to complete 8 hours of unarmed training, then 16 hours of armed training (if applicable). 

After completing training, you can apply for your guard card with the DPS Licensing Unit. Provide the following application materials:

  • $122 processing fee ($72 for only unarmed)
  • Training Verification Form 
  • Guard Application Form
  • 2” x 2” passport-style photograph
  • Copy of government-issued ID
  • FBI fingerprint-based background check authorization
  • Copy of DD214 (armed veterans only)
  • Citizenship documents (if born outside of the U.S.)

If your application is approved, the DPS will mail your guard card(s) within two days via USPS. Out-of-state licenses or guard registrations are not valid in Arizona. 

How Much Does It Cost to Open a Private Investigation Agency?

The initial licensing fees to open a PI or security agency cost about $760 in Arizona. This includes the following: 

  • $22 fingerprint fee
  • 250 application fee
  • $400 annual license fee
  • $88 surety bond (2-year term)
