Do You Need a Car Wash License?

All car washing and polishing businesses with at least one employee, including contractors, must have a license to operate. 

Under the California Labor Code, car washing and polishing include the following activities: 

  • Washing
  • Cleaning
  • Drying
  • Polishing
  • Detailing
  • Servicing
  • Other cosmetic care 

This does not include motor vehicle repair. If you provide vehicle repair, you’ll need a separate automotive repair dealer license

You are only exempt if you provide car wash services intermittently for charitable, educational or religious purposes. 

How to Apply for a California Car Wash License

Follow the five steps outlined below to set up your car wash business and receive your California business license.

Step 1: Register your business

First, register your business with the California Secretary of State. You’ll need to obtain a Federal Employer Identification Number (FEIN) and a State Employer Identification Number (SEIN).

Step 2: Purchase a surety bond

Next, purchase a $150,000 car wash surety bond. This protects your employees from fraudulent or unfair compensation practices.

If you operate a mobile car wash business in the City of Santa Maria, you’ll need an additional $20,000 surety bond. 

Note: You do not need to file a bond if you're a car wash employer with a valid collective bargaining agreement.

Step 3: Insure your workers

You’ll also need to purchase workers’ compensation insurance. In California, the minimum total policy value is $500,000.

You can also choose to self-insure if you meet the following financial requirements: 

  • Net worth of at least $5 million
  • Net income of $500,000 annually
  • Security deposit payment

Self-insured employers can handle their own workers' compensation claims or hire a third-party administrator.

Step 4: Submit the application packet

Next, complete the application form. You’ll need to attach the following materials:

  • Business formation documents
  • Local government license or permit
  • A sample form of your contract and your 24-hour cancellation notice
  • Proof of workers’ compensation coverage
  • Employee leasing company contract and insurance policy (if applicable)
  • Payment for the $300 registration fee per location

Step 5: Complete the tax authorization

Once you receive an email confirmation from the DLSE that your license application was approved, fill out IRS Form 8821. Mail or fax the form and a copy of the email to the address below:

How Do I Renew My License?

California car wash and detailing licenses expire one year after the date of issuance. The DLSE recommends that you submit your renewal application at least 90 days before expiration. 

To renew, submit the same application form either online or by mail and pay the $300 fee per location. Be sure to renew your city or county business license as well. 

How Do I Keep My Car Wash Compliant?

California car wash regulations require you to post your official registration form in an area visible to employees. 

Keep accurate records for three years that demonstrate the following:

  • Employee names and addresses
  • Daily hours worked (including start and end times)
  • All tips received
  • Wages and pay rates for each pay period
  • The ages of any minor employees
  • Other relevant employment details

You also must maintain your $150,000 surety bond at all times. If the bond lapses for any reason, you’ll need to stop operating until the bond is reinstated. 

How Much Does It Cost to Start a Car Wash in California?

You can expect to pay at least $11,800 to start a car wash in California. This includes the following annual fees.

Can I Open Branch Locations?

Yes, there is no limit to the number of branch car wash or detailing locations you can open. You must list each facility’s name and address on your application and pay a $300 fee annually per location.

What Are the Water Runoff Rules for Car Washes in California?

Under the California Water Code § 10951, in-bay and conveyor car washes must operate on 60% recycled water. You can meet this requirement through one of the following ways:

  • Install your own equipment onsite to catch, clean and reuse at least 60% of the water from every wash
  • Use recycled water from the city or a local water company to cover at least 60% of your washes

You are only exempt if your facility was constructed before 2014 or if you only offer self-service washes. 

State law also prohibits polluted water in storm drains, which includes soaps, oils, metals and grease. All wash water must be captured and cannot flow off the pavement into the gutter. 

For mobile car washes, you can take the following precautions to ensure compliance with state water code: 

  • Temporarily cover nearby storm drains
  • Wash on a pervious surface, such as grass or gravel
  • Incorporate dry cleaning methods such as waterless sprays, sweeping or vacuuming
  • Use inflatable berms or wash mats to catch 100% of the runoff
  • Have a plan for potential spills

Do I Need a License to Wash Cars at Home?

No, you can wash vehicles on your own property without a license. However, you’ll still need to comply with California water runoff regulations. 

Do I Still Need a License If I Only Do Interior Detailing? 

Yes, all vehicle detailers still need a car washing and polishing license, even if you don’t wash cars. California law defines "car washing and polishing" as all cosmetic care, which includes interior work such as steam cleaning and vacuuming.

If you’re a solo mobile detailer with no employees, you are exempt from the statewide car washing and polishing license and surety bond. You will still need a local business license.
