What Is an Iowa Appliance Dismantler Bond?

An Iowa appliance dismantler bond is required to receive an appliance demanufacturing permit (ADP) for a solid waste management facility.

The Iowa Department of Natural Resources (DNR) requires this bond to enforce safe disposal and recycling of the following hazardous materials:

  • Electrical parts containing polychlorinated biphenyls (PCBs)
  • Appliance components containing mercury
  • Refrigerants from discarded appliances

How Much Do Appliance Dismantler Bonds Cost in Iowa?

The DNR will determine your bond amount based on current closure costs. Premiums cost a small percentage of the bond coverage, typically 1–10%.

Who Needs an Appliance Dismantler Bond?

Discarded appliances must be properly demanufactured before being recycled or sent to landfills in Iowa.

This includes any household or commercial appliances with mercury, refrigerants or PCB-containing capacitors

Any person or business applying for an ADP permit must file this bond or another form of financial assurance with the Department of Natural Resources.

How Does an Iowa Appliance Dismantler Bond Work?

As with all surety bonds, an appliance dismantler bond creates a legal contract between three parties:

  1. Principal: You, the solid waste facility owner(s) filing the bond
  2. Obligee: The Iowa Department of Natural Resources requiring the bond
  3. Surety: The provider issuing the bond

This holds you financially responsible for upholding Iowa Administrative Code 567 Chapter 118.

If you break the bond terms, harmed parties can file claims. The surety will pay valid claims up to the bond amount, but you are ultimately responsible for refunding the surety.

How Do I Renew My Bond?

To renew your appliance dismantler bond, simply pay your renewal invoice when prompted.

We’ll begin contacting you by phone and email 90 days before the expiration date.
