What Is a Minnesota Community First Services and Supports Agency Bond?

Community First Services and Supports (CFSS) is a health care program in Minnesota to offer flexible home healthcare and personal assistance.

The CFSS agency bond is required as a form of financial security for program enrollees to protect the state and clients from loss.

Is a CFSS Bond the Same as a PCA Agency Bond?

Prior to October 2024, this bond requirement was known as the Minnesota Health Care Programs Agency Bond or PCA Agency Bond.

The CFSS program replaced the PCA and all enrollees must transition to the CFSS program at renewal.

Existing personal and home healthcare agencies must transition and file a new CFSS agency bond form to renew enrollment.

How Much Do CFSS Agency Bonds Cost in Minnesota?

The standard $50,000 Community First Services and Supports Agency bond starts at $750. Pricing varies based on credit score.

If you billed more than $300,000 to Medicaid in the prior year, you’ll need a $100,000 CFSS bond which starts at $1,500.

Your exact premium rate will vary between 1% and 10% of the bond amount based on financial qualifications. Apply now to get your free quote.

How Does a Community First Services and Supports Agency Bond Work?

A Minnesota CFSS Agency bond binds three parties in a legal contract:

  1. Principal: The CFSS agency purchasing the bond
  2. Obligee: Minnesota Health Care Programs requiring the bond
  3. Surety: The provider issuing the bond

The principal is indemnified to the surety. This means if there are any valid claims on the bond, they will reimburse the surety for those expenses

Who Needs a CFSS Agency Bond?

A CFSS agency provides personal healthcare services including the following:

  • Helping with daily living activities such as eating, bathing, grooming and driving
  • Performing health-related tasks
  • Assisting with daily tasks, such as shopping, cooking and laundry
  • Observing and redirecting behavior
