Who needs an Oregon contractor license surety bond?

Oregon law requires individuals paid to perform construction work that improves any real property be licensed and bonded. You must adhere to Oregon surety bond requirements if you're a residential contractor, commercial contractor, or specialty contractor, among other license types. 

Commercial General Contractor (CGC) 

Supervise, coordinate, or perform an unlimited number of trades when working on commercial construction projects only. Level 1 commercial general contractors file a $80,000 bond. Level 2 commercial general contractors file a $25,000 bond.  

Commercial Specialty Contractor (CSC) 

Perform services for 1-2 specific trades when working on commercial construction projects only. Level 1 commercial specialty contractors file a $55,000 bond. Level 2 commercial specialty contractors file a $25,000 bond.  

Residential General Contractor (RGC) 

Supervise, coordinate, or perform an unlimited number of trades when working on commercial or residential construction projects. Residential general contractors file a $25,000 bond unless the CCB requires a $100,000 bond. 

Residential Specialty Contractor (RSC) 

Perform services for 1-2 specific trades when working on commercial or residential construction projects. They can also perform work involving 3 or more unrelated trades if their contract for labor and materials is $2,500 or less. Residential specialty contractors file a $20,000 bond.

Residential Limited Contractor (RLC) 

Supervise, coordinate, or perform an unlimited number of building trades for commercial or residential construction projects as long as the following are met: 

• work performed does not exceed $40,000 in gross annual volume
• contracts entered into do not exceed $5,000
• work per job site per year does not exceed $5,000

Residential limited contractors file a $15,000 bond. 

Note: Endorsement, bond, and insurance requirements change if the gross construction business volume exceeds $40,000 during the year.

Residential Developer or Commercial Developer

Hire contractors to make improvements on property they own. Both residential and commercial developers file a $25,000 bond.

Construction Flagging Contractor

Direct traffic on public roadways near construction sites to prevent traffic conflicts. Construction flagging contractors file a $20,000 bond.

The following contractor license types also require individuals to file a surety bond in the following amounts before they can work in the state.

• residential home performance score: $15,000 
• residential inspector services: $10,000 
• residential home services: $15,000

When do Oregon Construction Contractors Board surety bond amounts increase?
